PROTECT and the Carbon Reduction Program

Transportation Partners,

Good afternoon!  We are pleased to announce that two solicitations for South Central Minnesota ATP (ATP-7) managed funding programs are now open to receive applications from local partners.  The two funding programs, PROTECT and the Carbon Reduction Program (CRP), were introduced after the passage of the 2021 federal transportation bill.

ATP-7 will be accepting applications for these two programs as described below:

PROTECT – This program is intended to fund projects that build better weather resilience into transportation networks. Available for Fiscal Year 2026, the program can fund up to 80% of the eligible project costs. There is $500,000 available for FY 2026 projects.    

Carbon Reduction Program (CRP) – This program is intended to fund projects that reduce carbon emissions from transportation sources. Available for Fiscal Years 2025 and 2026, this program can fund up to 80% of eligible project costs. There is $920,000 available to fund projects in the South Central Minnesota ATP for FY 2025, and $940,000 in FY 2026.  Projects must be outside the Mankato/North Mankato Area Planning Organization (MAPO) urbanized boundary, which has separate funding for this program.  

A Letter of Intent (LOI) is not required for either program.  Eligible local partners may submit their applications to angela.piltaver@state.mn.us at MnDOT District 7 by April 26.  CRP applicants will need to coordinate with District 7 staff to verify eligibility and cost effectiveness score.

Applications must be submitted by April 26, 2024.

ATP-7 will make funding recommendations at the June 14 meeting. These programs will also be solicited for additional fiscal years in the fall.
